Well, if we take the base foster, it comes from the Old English *fostrian meaning “to supply with food, nourish, support”. This comes from Proto-Germanic *fostra-, which in turn comes from the extended form of PIE root *pa- “to feed.”

The meaning of “to bring up a child with parental care” is from the 1200s while “to encourage or help grow” comes from the two periods: the early 13th century for people and things and the 1560s for feelings/ideas/etc.
